Characteristics and Skills Sets that Make a Difference

Municipal politics isn’t glamorous. There are no red carpets, very few microphones, and an alarming number of conversations about snow plows, garbage, and budgets. But it does matter. A lot. Municipal councillors make decisions that affect your daily life far more often than any other level of government.

So what should we look for in a great municipal councillor? Spoiler alert: it’s not just who talks the loudest at meetings.

1. Someone Who Can Actually Listen

A good councillor listens more than they talk. That means listening to residents, colleagues, staff, and yes, even people they disagree with. Listening doesn’t always mean saying “yes,” but it does mean hearing people out without rolling your eyes.

Bonus points if they listen before forming an opinion.

2. Can Explain Things Without a Flowchart

Municipal government loves acronyms, bylaws, and long reports. A strong councillor can take a 60-page agenda item and explain it in plain English without causing a headache.

If you need a law degree to understand what your councillor is saying… we have a problem.

3. Understands Money (Because It’s Your Money)

Councillors don’t get to print money. Municipal budgets are tight, complicated, must be balanced, and mostly paid for by property taxes. A good councillor knows how to read a budget, ask smart questions, and understand that “free” programs are usually just “paid for later” programs.

Being careful with money doesn’t mean being cheap, it means being responsible. A forward-thinking councillor can evaluate the short term and long term impact of the dollars that are spent, ensuring value for today and long into the future (when they may not even be at the council table).

4. Knows Their Role (And Stays in Their Lane)

Municipal councillors set policy. Staff run the day-to-day operations. A great councillor knows the difference and doesn’t try to micromanage municipal employees or personally fix every broken streetlight.

Council gives direction to staff through policy. Good governance isn’t flashy, but it does keep things from going sideways.

5. Can Work With Others Without Starting a Food Fight

Council is a team sport. Even the best ideas go nowhere if a councillor can’t work with colleagues who have different views. A strong councillor debates respectfully, compromises when needed, and remembers that eye-rolling is not a policy position.

Disagreeing is fine. Being disagreeable is not.

6. Can Solve Problems Without Making New Ones

Municipal issues are rarely simple. Fixing one problem often creates three more if you’re not careful. Good councillors ask thoughtful questions like:

  • “What happens next?”
  • “Who pays for this?”
  • “Will this still make sense in 10 years?”

Impulse decisions belong on social media, not in council chambers.

7. Has the Time (Because This Is Not a Hobby)

Being a councillor takes time. Meetings, prep work, emails, community events, and learning curves that never end. A good councillor shows up prepared and ready to engage in discussion, responds to residents, and treats the role like the responsibility it is, not a side gig squeezed in between appointments.

8. Has Integrity (Even When No One’s Watching)

Trust matters. A strong councillor follows the rules, declares conflicts of interest, and doesn’t play favourites. They’re willing to explain their votes, admit when they’re wrong, and make decisions based on what’s best for the whole community, not just the loudest voices in the room.

9. Actually Cares About the Community

This one’s non-negotiable. The best councillors genuinely care about their community and the people in it. They’re curious, engaged, and motivated by making their town or city a better place, not by titles, attention, or future résumés.


The Bottom Line

A great municipal councillor doesn’t need to know everything. But they do need to listen, learn, think critically, work well with others, and show up with integrity.

Municipal politics may not be glamorous, but when it’s done well, everyone benefits. And honestly, if someone can sit through six-hour budget meetings and still care about your recycling complaint… that’s probably someone worth paying attention to.
